New Jersey council member Russel Heller is the second victim of the fatal shooting, exactly one week after slaying another councilwoman.
My Central Jersey reported Sayreville Councilwoman Eunice Dwumfour was slain on February 1 in an SUV outside her home. Some neighbors reported seeing a person wearing a hooded sweatshirt and fired ten gunshots at Dwumfour’s SUV.
On Wednesday, the PSE&G facility in Franklin Township responded to a call that a person had been shot. The person is identified as Milford Councilman Russel Heller, 51, who was found shot dead outside his car. Fox News said he was a senior distribution supervisor of the company for 11 years and a councilman in Milford, Hunterdon County.

Somerset County Prosecutor’s office has identified the suspect as 58-year-old Gary Curtis. Curtis was a former PSE&G employee. He allegedly shot Heller and then drove off to Bridgewater. He was found at 10:20 a.m. dead inside the car from a self-inflicted gunshot wound.
Meanwhile, the utility company has not stated the working relationship between Curtis and Heller.
Police are still investigating the motives of the killing of both council members and determining if there are any connections. Both council members were elected Republicans; Dwumfour in 2021 and Heller in 2020. However, investigators believed Dwumfour was an isolated incident while Heller’s was an intended killing.
